This article is about town planning, spatial, visual and social features who allow characterizing the degree of quality of open public spaces and urban environment. The scale levels of perception of urban spaces and conditions of organizations open public spaces was considered here. The conditions matrix of organization of open public space was also design here. On purpose optimal conditions of organizations open public spaces, was offered the characteristics who revealing favorable, neutral and not favorable qualities of urban areas.
