The article describes the mechanism of state support for the implementation of state programs in the sphere of education in the territorial entities of the Russian Federation. These programs are aimed at developing of general education quality assessment procedures through the provision of subsidies from the federal budget within the framework of the Federal Target Program for the Development of Education for 2016-2020. The main procedural elements of the getting subsidy are specified. The problems encountered by the territorial entities of the Russian Federation in the implementation of activities aimed at technological support of the general education quality assessment procedures are described. The best regional practices of human resources development and effective examples of developed regional assessment tools are presented.

В соответствии с Федеральным законом от 29.12.2012 № 273-ФЗ «Об образовании в Российской Федерации» [5] в рамках Федеральной целевой программы развития образования на 2016–2020 годы (ФЦПРО) [3] предусмотрены существенные изменения в различных звеньях образовательной системы, которые должны привести к достижению нового качества образования, повышению доступности качественного образования, более эффективному
использованию имеющихся ресурсов системы образования.
