The current systemic problems of formation and development of the customs policy are formulated: customs regulation and the innovative nature of reproduction, the formation of the structure of the domestic market in terms of sanctions, the harmonization of relations in the EEA. The thesis of the necessity of including a mechanism of customs policy of institutional control, responsible for the innovation economy, and evaluation of the results of customs activities according to its contribution to the innovative development of Russia is justified.
