A description of a PC program is given in the article. The program provides complex diagnosing the condition and evaluating the dynamics of changes in quality of life and it´s components in the Russian federal districts and subjects of federation. The methodology and methods which are the basis of the developed program have been described. The functional characteristics of the program are represented. Possibilities of practical application of the program are given. Regional diff erences in fertility dynamics are analyzed. Special attention is paid to the changes in the total rate of birth for the third and subsequent times in turn in 2012 because in that very year the majority of regions began providing families for maternity capital and granting land plots to the families of three and more children. The regional specifi cs of realizing these measures is considered. The eff ectiveness of the measures in question is estimated on the basis of analyzing statistical data and the results of sociological survey.

Конкретные направления деятельности и приоритеты в сфере улучшения социально-экономической ситуации реализуются как на федеральном, так и на региональном уровнях. Регионы России становятся не только объектами, но и субъектами развития, активно формируют свои долгосрочные стратегические цели и вырабатывают пути их достижения. Об этом свидетельствует практика разработки региональных стратегий в субъектах РФ. Эти стратегии объединяет главная цель — обеспечение достойного уровня и качества жизни населения, современных стандартов материального и духовного благополучия населения, основанное на сбалансированном росте экономики, эффективном государственном и местном самоуправлении, интенсивном развитии потенциальных возможностей и традиционных ценностей [1. С. 79–86].
Для анализа социально-экономической ситуации и своевременного выявления проблем необходим единый, комплексный показатель, по изменению величины которого можно судить о направлениях развития. Таким показателем является качество жизни. Оно формируется под воздействием множества факторов, изучение которых позволит более детально обосновать перспективы социально-экономического развития региона. Учитывая складывающиеся тенденции в области освоения информационно-коммуникационных технологий, представляется целесообразным поставить вопрос о разработке электронного варианта диагностики качества жизни в регионах с применением современных персональных компьютеров (ЭВМ-ПК). В качестве такого инструмента разработана программа для ЭВМ-ПК «Комплексная диагностика качества жизни в регионе» [2], оптимизирующая процесс оценки социально-экономической ситуации в регионе, принятия и выработки управленческих решений. Результатом внедрения программы должно стать значительное упрощение процесса анализа и обработки информации, повышение эффективности и оперативности диагностики качества жизни в регионе.
