Abstract (English):
In this article questions of modern development of public-private partnership are considered as a new method of state regulation giving an opportunity to state to optimize budget expenses. The purpose of the scientific research is the characteristic and the analysis of essence of public-private partnership. The methods of scientific knowledge applied in this research allowed to provide positive effects from application of the above-stated process for the state. They are: stable social effect of systematic and constant development of network of important infrastructure facilities; creation of economic and financially justified system of operation of industry objects; optimization of budget expenses directed to construction, reconstruction and support of using objects of industry infrastructure. Economy of budget expenses is created for the transfer account completely or partial financing of important infrastructure facilities to private partners. Besides, state and business build up partnership relationship in the specified processes allowing to solve social problems on mutually advantageous conditions.
