The authors disclose the content of network innovations in multi-level public administration, viewed as the mechanisms and results of activities of various public networks, ensuring the introduction of new practices of development and implementation of public solutions to the problems of society and compliance with state/regional/local needs of public policy. The article defines the structural, procedural, technological and axiological components of the network of political and administrative practices, and describes the institutional space (network space), their production and distribution. The authors proposed an analytical set of tools, which is a system of assessment indicators to participate in innovative practices at different levels of the public administration system, to solve research and practical tasks.
