The article is devoted to analysis of youth volunteer movement. The author identifies the problem areas of volunteering development. Based on the analysis of national and regional research, the author identified forms of capacity development, youth participation in volunteerism specific to regions: event-driven and evolutionary. The first one is implemented by holding large events that stimulates additional resource support; the second one is characterized by the systematic work on the detailed program. The measurement of the revealed differences in the organization of volunteer activities will allow to define ways of optimization of functioning of the voluntary agencies in the regional dimension.
