The article analyzes the current state of the process of clustering of the regional economy on the example of the Orel region. Foreign and domestic experience in the development of detection methods of clusters in the economy is generalized. The author´s step by step approach to the process of identification of clusters is suggested, which includes an assessment of the region´s potential clustering analysis of conditions of potential clusters in its territory and the selection of the most promising economic activities for clustering. The practical application of the author´s technique will allow management structures in the region to receive the feasibility study to select the most promising types of economic activity, which should work on the formation of cluster structures.
