INNOVATIONS IN THE STATE SUPPORT OF AGRARIAN BUSINESS IN THE NORTH ATLANTIC REGION OF OECD

Abstract (English):
In the article gives the comparative analysis of OECD agricultural policies of the North Atlantic region (EU, US, Canada, Switzerland, Norway and Iceland) on the evaluation procedure of the state support of agriculture, developed by the Organization for Economic Cooperation and Development. The trends and changes in the structure and size of agricultural producers, consumers of agricultural products, and common services for the industry are revealed. The leading role in the support of the agricultural producers of the North Atlantic region (except for the USA and EU-28) indirect mechanisms play, based on the support of the domestic prices in the agri-food market above the world average level. In addition, the innovation of recent years is the extension of the use of state regulation mechanisms impeding the growth of production volumes and enhancing greening of industry, its information support in the provision of common services to agriculture. The amount and sources of funding to support agriculture are analyzed. Comparison of the successful experience of state support for agriculture in the North Atlantic region the OECD with the national agricultural policy helped to justify the key areas of modernization: reducing the tax burden on agricultural producers and the indirect taxation of agricultural raw materials of the consumers and food, a change of support structure of primary agricultural producers in terms of strengthening the role of direct subsidy mechanisms "tied" to the production volume, the actual area and livestock animals.
