In the article the relevant issues of the development of students’ competencies are described. The role of the competence-based approach in the transition to an innovative economy is shown. The concept of socio-cultural competence and socio-cultural profile is clarified. The competencies needed for professionals for their innovative activities are listed. The results of using the author´s methods of research are described: the level of socio-cultural competence of university students and enterprise workers of the Ulyanovsk region is assessed, their comparison with each other is made. The socio-cultural profiles are presented in a graphical form. The problem areas in the formation of competences are identified and the factors that affect their development are described. A major role in this process is given to the implementation of the competence approach in education.The measures, which contribute to the growth and development of competences, are offered.
