The study objective in this paper is to develop scientifically based tools to support decision-making on determining the location of transport and logistics facilities for servicing land-based cross-border passages, which is especially important in the context of an increase in foreign trade cargo flows and the implementation of long-term government development programs of transport and logistics industry. The task that this paper is devoted to is the development of an evaluation algorithm and a mathematical model that provides the calculation and visualization of options for the location of transport and logistics facilities in the border region. The research methods used are system analysis, multi-criteria assessment (methods of parametric zoning, factor-analytical assessment), combinatorial calculus and visualization methods (thermal cartography, tables). The scientific novelty of the work consists in a comprehensive approach to the assessment of border territories, taking into account the features of foreign trade interaction, as well as the development of a new method of spatial visualization based on a modified Cartesian coordinate system. This approach makes it possible to analyze development scenarios and zoning of the border area without using geoinformation systems. Based on the results of the study, the architecture of the model is built; the model is tested using the example of Zabaikalsk border checkpoint, which confirms the effectiveness of the developed model and its practical significance. The developed tools make it possible to identify and classify potential territories for the location of cross-border transport and logistics facilities, providing visualization, assessment and scientific validity of infrastructural and technological solutions.
