The article systematizes methodological approaches to assessing management effectiveness in the public sector by comparing Russian and international practices. It is shown that the evolution of academic schools (from scientific management and classical public administration to New Public Management and the Good Governance concept) has expanded the understanding of effectiveness and shifted evaluation from a simple input–output ratio toward multidimensional frameworks capturing public value. The “3E” interpretation (economy, efficiency, effectiveness) is discussed, and key dimensions of effectiveness (economic, social, environmental, and external-economic) are outlined. As a tool for external cross-country assessment, the paper reviews the World Bank’s GRICS (Worldwide Governance Indicators), describing its core indices and noting limitations for application in the Russian context. Special attention is paid to the challenges of KPI-based evaluation in public administration, including the dominance of quantitative targets, goal rigidity, and risks stemming from incorrect methodological target-setting. The study substantiates the need for centralized methodological support, continuous development of civil servants’ competencies, transparency mechanisms, and a unified registry of evaluations, as well as the use of predictive mechanisms based on high-quality data from digital platforms.
