This article examines the axiological (value-based) foundations of the financial and legal institutions of public banking law in Russia amidst contemporary geopolitical and economic transformations. It analyzes the content of fundamental values such as stability, fairness, trust, and transparency, as well as the mechanisms for enshrining them in the regulatory framework and implementing them in law enforcement practice. The evolution of value-based guidelines in banking law in the pre-revolutionary, Soviet, and modern periods is examined. Particular attention is paid to identifying the imbalance between declared principles and the actual state of affairs, which creates risks to financial stability. The author examines the conflicts of public and private interests in the banking sector, as well as the impact of sanctions pressure and digitalization on the transformation of axiological priorities. The author substantiates the conclusion that it is necessary to integrate value-based criteria into the Bank of Russia's supervisory procedures to strengthen trust in the financial system and ensure national economic security.
