This article analyzes the essential nature of administrative liability and administrative penalties. The application of administrative penalties is preceded by a compulsory process involving the holding of an individual administratively liable; furthermore, in some cases, measures are taken to ensure the conduct of administrative offenses. Administrative penalties restrict various rights of the individuals to whom they are applied—this is the essence of both these penalties in general and administrative penalties in particular.
