The article examines the legal nature of contributions from financial organizations paid to the financial Commissioner's fund in the light of Resolution No. 37-P of the Constitutional Court of the Russian Federation dated November 13, 2025. The article analyzes the features of public finance (criteria of public interest, public ownership, object of state financial control, autonomy of legal regulation), which make it possible to determine the fund for financing the activities of a financial commissioner in the public finance system, and the contributions of financial organizations paid to this fund as public payments. The emergence of a new type of financial and legal acts with regulatory properties is noted - decisions of the Council of the Financial Commissioner's Service, which establish the amount of contributions from financial organizations. Attention is drawn to the need to specify the financial and legal status as a financial entity.
