SOVEREIGNIZATION OF THE NATIONAL EDUCATION SYSTEM IN THE RUSSIAN FEDERATION: LEGAL FRAMEWORK AND PUBLIC DISCOURSE

Abstract (English):
The purpose of the article is to examine the transition of the discursive field of the policy of sovereignty of the national education system into real decisions and practices. Using the methods of discourse analysis and frame analysis, the authors identified the main directions of the policy of sovereignty of the Russian educational system, the meanings invested in them and, on this basis, structured the key regulatory legal acts. The result of the work is the author's vision of the structure of regulatory legal acts and political documents in the field of formation of educational sovereignty of Russia. Based on the results of the work, it is concluded that there is a conversion of discourses into the regulatory field, which, in turn, serves as the basis for the introduction of educational tools and practices. The theoretical significance of the study lies in structuring regulatory legal acts and political documents in the field of policy of sovereignty of the educational system in the Russian Federation. The practical significance of the article lies in identifying the key aspects of the policy of sovereignty of the Russian educational system, which can serve as a guide for further improvement of legislation and management decisions in this area.
