Abstract (English):
Modern level of parliamentary activity in Russia is in many respects predetermined by historical and legal traditions and modern political and legal realities. In this regard the article considers and compares legislative process of the pre-revolutionary and modern State Duma, finding in it common and special features. Materials of he article are aimed at expansion of the legislative process which is saved up by jurisprudence factual and methodological material on studying in Russia. Besides, the article contains the valuable statistical material allowing to analyse merits and demerits of legislative process of the pre-revolutionary and modern State Duma.
