Russian scientists have confirmed the fact of the origin, spread and transformation (which, as a rule, is accompanied by significant structural changes in the system of organized criminal formations) of organized crime in the Ukrainian SSR in the 1960s – early 1980s. At the same time, during this period there was a special situation when, at the doctrinal, programmatic, legislative, scientific, executive, and law enforcement levels of criminal law policy, organized crime, characterized by a sufficiently high degree of public danger, was not one of the destructive socio-legal phenomena that objectively should be criminalized in the norms of legislation on criminal liability. Accordingly, problems have arisen in scientific, legislative and law enforcement practice, which have no prospect of being solved outside of scientific historical and legal analysis. The relevance of the research is enhanced by the need for methodological support for integrating the results of historical and legal analysis with the achievements of sociological, economic, political, managerial, criminological and criminal law studies of organized crime based on the universal principle of the unity of historical and logical in scientific knowledge. The purpose of the work is to carry out a historical and legal analysis, using archival materials introduced into scientific circulation for the first time, of organized crime in Soviet Ukraine in the context of the growing, worsening crisis and the collapse of the command and administrative management system and the planned economy, highlighting negative experiences, which serves as a reservation about the impossibility of its introduction into the theory and practice of countering organized crime in Ukraine. modern Russia.
