В статье представлены результаты анализа существующей нормативной и правовой документации, регламентирующей проведение независимой оценки качества условий оказания услуг организациями в сфере культуры, охраны здоровья, образования социального обслуживания и федеральными учреждениями медико-социальной экспертизы, в целях ответа на вопрос: «Какая организация может быть оператором по сбору и обобщению информации о качестве условий осуществления образовательной деятельности организациями?». Авторами на основе анализа существующей практики осуществления закупок даны рекомендации по тому, как необходимо обеспечить выполнение требований действующего законодательства при проведении закупочных процедур по отбору организации в качестве оператора.

The article presents the results of the analysis of the existing regulatory and legal documentation governing the conduct of an independent assessment of the quality of the conditions for the provision of services by organizations in the field of culture, health protection, education, social services and federal institutions of medical and social expertise, in order to answer the question: “Which organization can be an operator on the collection and generalization of information on the quality of the conditions for the implementation of educational activities by organizations?” Based on the analysis of the existing procurement practice, the authors give recommendations on how to ensure compliance with the requirements of the current legislation when conducting procurement procedures for selecting an organization as an operator.
