В статье проведен сравнительный анализ аграрных политик Североатлантического региона ОЭСР (ЕС, США, Канады, Швейцарии, Норвегии и Исландии) по методике оценки государственной поддержки сельского хозяйства, разработанной Организацией экономического сотрудничества и развития. Выявлены тенденции изменения структуры и размеров поддержки аграрных товаропроизводителей, потребителей сельскохозяйственной продукции, общих услуг для отрасли. Ведущую роль в поддержке аграрных товаропроизводителей североатлантического региона (за исключением США и ЕС-28) играют косвенные механизмы, основанные на поддержке внутренних цен агропродовольственного рынка выше среднемирового уровня. Кроме того, новацией последних лет является расширение практики использования механизмов государственного регулирования, сдерживающих рост объемов производства и усиливающих экологизацию отрасли, ее информационное обеспечение в рамках оказания общих услуг сельскому хозяйству. Проанализированы объемы и источники финансирования поддержки сельского хозяйства. Сравнение успешного опыта государственной поддержки сельского хозяйства в североатлантическом регионе ОЭСР с отечественной аграрной политикой позволило обосновать ключевые направления ее модернизации: снижение налогового бремени на сельскохозяйственных товаропроизводителей и косвенного налогообложения потребителей сельскохозяйственного сырья и продовольствия, изменение структуры поддержки первичных аграрных товаропроизводителей в части усиления роли механизмов прямого субсидирования, «привязанного» к объемам производства, фактическим площадям и поголовью животных.

In the article gives the comparative analysis of OECD agricultural policies of the North Atlantic region (EU, US, Canada, Switzerland, Norway and Iceland) on the evaluation procedure of the state support of agriculture, developed by the Organization for Economic Cooperation and Development. The trends and changes in the structure and size of agricultural producers, consumers of agricultural products, and common services for the industry are revealed. The leading role in the support of the agricultural producers of the North Atlantic region (except for the USA and EU-28) indirect mechanisms play, based on the support of the domestic prices in the agri-food market above the world average level. In addition, the innovation of recent years is the extension of the use of state regulation mechanisms impeding the growth of production volumes and enhancing greening of industry, its information support in the provision of common services to agriculture. The amount and sources of funding to support agriculture are analyzed. Comparison of the successful experience of state support for agriculture in the North Atlantic region the OECD with the national agricultural policy helped to justify the key areas of modernization: reducing the tax burden on agricultural producers and the indirect taxation of agricultural raw materials of the consumers and food, a change of support structure of primary agricultural producers in terms of strengthening the role of direct subsidy mechanisms "tied" to the production volume, the actual area and livestock animals.
