The article is devoted to the financial and legal regulation of the penal enforcement system of the Russian Federation, namely, the implementation of budgetary and legal norms in the social relations developing in it. It is proved that the legal foundations of the penal enforcement system of the Russian Federation are complex in nature due to the presence in them of norms of both penal enforcement law and financial, budgetary law, civil law and norms of law of other branch affiliation. The budgetary and legal foundations of the penal enforcement system presuppose the endowment of departmental subjects of the state with a set of financial powers expressing their legal status as the chief administrator of budgetary funds, recipient of budgetary funds, and chief administrator of budget revenues.
