In this article, the author addresses the trends in the implementation of government programs at the present stage, taking into account the results of scientific research in this field and the analysis of financial and legal tools for their development, implementation and financing. Special attention is paid to the correlation of the category "state programs" with the basic categories of financial law: budget, budget process, budget expenditures, etc. It is shown that the legal regime of state programs and their budgetary financing have socio-cultural foundations.
