APPROPRIATE, TIMELY, MEANINGFUL INCENTIVENESS IS THE BASIS FOR FORMING QUALITY PERSONNEL IN THE RUSSIAN CIVIL SERVICE

Abstract (English):
The article analyzes the key conclusions, provisions, recommendations presented in the monograph by E. A. Titova «Encouragement and incentive production in the public civil service system of the Russian Federation: problems of theory and effectiveness». The book contains an up-to-date look at the legal nature of public service incentives and its classification; the structure of incentive norms and the place of the institution of incentives in the system of legislation on the state civil service; the specifics of the procedure for qualifying the professional merits of civil servants; features of the implementation of incentive legal relations in the public service; the place and significance of incentive proceedings in the system of public service procedures and proceedings. A conclusion is made about the significant scientific and practical value of the monograph and the possibility of using the materials presented in it in the educational process of higher education institutions when teaching the academic disciplines «Administrative Law», «Public Service Law», «Administrative Procedures»; internal incentive practice of executive bodies of state power of the Russian Federation; research activities of scientists whose sphere of scientific interests includes issues of improving the organization and functioning of the Russian civil service.
