Abstract (English):
Object. The labor market in Russia under the terms of socioeconomic instability and risks. Subject. The labor market and the problem of internal migration. A specific Russian phenomenon: the growth of jobs when unemployment rises. The task of building an effective system of personnel rotation. Labor migration in terms of crisis as a cyclical phenomenon. Strategy formation of «flexible labor» as a form of social and labor protection of the population under the terms of instability and risks. Developing programs of professional retraining staff. Psychological and economic motivators of employment with flexible change of prestigious and undervalued work in a company under the terms of total of instability. Purpose. Determination of the effective ways and strategic lines of social policy in the field of labor economics.
