This article aims to highlight the features of the formation and improvement of the economic mechanism in the field of particularly significant industrial complexes that ensure intersectoral interests, the functioning of backbone economic organizations and, most importantly, defense industry enterprises. Practice has developed several legal forms to ensure a combination of market conditions for doing business with guarantees for the fulfillment of strategic tasks of economic development. New forms of state management of the economy, concerns, holdings, financial and industrial groups, designed to prevent the decline in manageability of management, continue to experience a lack of legal regulation of their activities.
