В результате системного кризиса, обусловленного санкционными ограничениями, пандемией и сложной геополитической ситуацией, возникла необходимость поиска новых стратегий и моделей устойчивого развития территорий. Цель статьи – рассмотреть теоретические и методические аспекты инновационно-промышленного потенциала территорий для дальнейшей разработки эффективной стратегии импортозамещения. В статье показано, что потенциал развития территории зависит от уровня использования человеческого, инфраструктурного, финансового и промышленного потенциалов. Сформировали систему сбалансированных показателей, на основе которой определяется уровень инновационно-промышленного потенциала территорий. Был предложен алгоритм оценки потенциала регионов, состоящий из пяти этапов. Провели оценку уровня инновационно-промышленного потенциала Арктических регионов Российской Федерации. Для регионов, имеющих потенциал ниже среднего уровня, был проведен факторный анализ с целью определения «узких мест», а также была предложена стратегия устойчивого сбалансированного развития, включающая семь основных направлений. Данная работа вносит вклад в развитие методологии по оценке уровня инновационно-промышленного потенциала территорий, а также направлена на обеспечение полноты и надежности оценки, поддерживающей процесс принятия решений. Результаты исследования могут быть использованы при разработке и реализации стратегий, программ развития и дорожных карт Арктических регионов. Внедрение полученных результатов в практику управления территориями с использованием высокопроизводительных систем поддержки принятия решений позволит обеспечить интенсификацию экономической активности субъектов, что отразится на росте макроэкономических индикаторов и улучшении социальных показателей развития территорий Арктики.

The current sanctions, pandemic, and geopolitical situation demand new strategies and models of territorial sustainable development. The article considers the theoretical and methodological aspects of the innovative and industrial potential of the Russian Arctic as part of the ongoing import phase-out. The development potential of this macroterritory depends on the implementation of its human, infrastructural, financial, and industrial potentials. The author developed a five-stage algorithm of balanced indicators that assess the industrial and innovative potential of a region and applied it to the Arctic regions of the Russian Federation. The regions that revealed a below-average potential were tested for bottlenecks and acquired a sevenfold strategy for sustainable development. The research facilitates the assessment, decision-making, strategizing, strategy implementation, and road-mapping of the Arctic economy. Territorial management based on high-performance decision support systems is able to improve the economic activity of the Russian Arctic, boost its macroeconomic indicators, and increase the local social standards.
