В последние несколько лет во многих странах мира особое внимание уделяется экологической повестке. В Российской Федерации важная роль в осуществлении многих ее мер отводится национальному проекту «Экология». Целью исследования стало определение проблем реализации национального проекта «Экология» в России. В ходе работы определено, что ключевыми проблемами в реализации национального проекта «Экология» стали: кардинальные изменения содержания и уровней целевых показателей; несогласованность целей и целевых показателей внутри нацпроекта; недостаточные обоснованность базовых значений и методическая проработанность целевых показателей; уменьшение реального финансирования, обусловленное высоким уровнем инфляции, а также введенные антироссийские санкции, запрещающие импорт некоторого наукоемкого оборудования. В заключение работы предложены рекомендации по решению указанных проблем: обеспечение соблюдения сроков разработки нормативно-правовой базы, заключения трансфертных соглашений; ввод ограничений на корректировку целевых показателей; сохранение уровня экологических требований и нормативов; учет инфляции при выделении финансирования из федерального бюджета; планирование возможности приобретения необходимого оборудования отечественного производства или его импорта из дружественных стран. Выполнение этих рекомендаций, на наш взгляд, будет способствовать более эффективной реализации нацпроекта, что благоприятно скажется на качестве жизни людей и социально-экономическом развитии России.
In the last few years, in many countries of the world, special attention has been paid to the environmental agenda. In the Russian Federation, an important role in the implementation of many of its measures is assigned to the national project "Ecology". The purpose of the work was to identify the problems of the implementation of the national project "Ecology" in Russia. In the course of the work, it was determined that the key problems in the implementation of the national project "Ecology" were: cardinal changes in the content and levels of targets; inconsistency of goals and targets within the national project; insufficient validity of the basic values and methodological elaboration of the targets; a decrease in real financing due to high inflation, as well as anti-Russian sanctions imposed prohibiting the import of some high-tech equipment. At the end of the work, recommendations are proposed to solve these problems: to ensure compliance with the deadlines for the development of the regulatory framework, the conclusion of transfer agreements; the introduction of restrictions on the adjustment of targets, exceeding which is unacceptable; maintaining the level of environmental requirements and standards; accounting for inflation when allocating funding from the federal budget; planning the possibility of purchasing the necessary equipment of domestic production or its import from friendly countries. The implementation of these recommendations, in our opinion, will contribute to a more effective implementation of the national project, which will have a positive impact on the quality of life of people and socio-economic development of Russia.
