    <p>В современных условиях, определяемых большинством отечественных и зарубежных исследователей как «new normal», формируются новые подходы к обеспечению научно-технологического развития экономик на макро, мезо и микроуровнях. Стремительная трансформация основных трендов геополитической и экономической ситуации в стране, изменение акцентов политики импортозамещения в отраслях народного хозяйства повлекли усложнение стоящих перед отечественной экономикой задач, связанных с необходимостью формирования новой системы приоритетов национальной и региональной инновационной политики. &#13;
Авторами статьи проведена работа по выявлению глобальных вызовов, рисков и потенциальных угроз развития агропромышленного комплекса до 2030 года, а также формированию предпосылок научно-технологического развития рынка научно-технологических инициатив (НТИ) Foodnet. Для понимания фундаментальных факторов потенциального развития рынка НТИ Foodnet в регионах РФ, авторами проведено исследование предпосылок и причин усиления интереса зарубежных и отечественных исследователей к данной теме.  В исследовании авторами выявлены факторы развития рынка Foodnet в субъектах РФ в условиях усиления экономических санкций, геополитической турбулентности, усиления проблемы пищевой безопасности. Авторами статьи сделано предположение, что данная концепция позволит решить проблемы импортозамещения и необходимости повышения эффективности агропромышленного комплекса регионов РФ с помощью внедрения новых технологий и новых принципов организации взаимодействия участников рынка Foodnet, открытого для интеграции новых наукоемких технологий, через внедрение новых решений, основанных на цифровизации и кастомизации сельскохозяйственных продуктов.</p>

   <trans-abstract xml:lang="en">
    <p>In modern conditions, defined by most domestic and foreign researchers as the ‘new normal”, new approaches are being formed to ensure the scientific and technological development of economies at the macro, meso and micro levels. The rapid transformation of the main trends in the geopolitical and economic situation in the country, the change in the emphasis of the import substitution policy in the sectors of the national economy, have led to the complication of the tasks facing the domestic economy related to the need to form a new system of priorities for national and regional innovation policy.&#13;
The authors of the article carried out work to identify global challenges, risks and potential threats of the agricultural development until 2030, as well as to form the prerequisites for the scientific and technological development of the market for scientific and technological initiatives (NTI) Foodnet. To understand the development of the NTI Foodnet market, the authors conducted a study of the prerequisites and reasons for the increased interest of foreign and domestic researchers in this article. In the study, the authors identified the factors for the creation and forming of the Foodnet market in the face of increased economic sanctions, geopolitical turbulence, and the growing problem of food security. The authors of the article made the assumption that this concept will solve the problems of import substitution of the agricultural industry of the regions of the Russian Federation through the introduction of new technologies and new principles for organizing the interaction of participants in the Foodnet market, which is open to the integration of new high technologies, through the introduction of new solutions based on digitalization and customization of agricultural products.</p>
