Current trends of demographic development in Russia and its regions, the results of positive demographic dynamics in recent years, demographic results 2013 in particular are analyzed. Basic contemporary and future demographic problems and their possible consequences for the economic and social development in the country are specifi ed. Regional diff erences in reproducing the population are disclosed. Signifi cant diff erences in the indices of population reproduction in a number of Russian regions are indicated. Hence the need for and importance of developing and realizing regional demographic programmes coordinated with the national demographic policy.

В конце января 2014 г. Росстат обнародовал оперативные данные по естественному движению населения, из которых следовало, что впервые, более чем за два десятилетия, число родившихся в 2013 г. превысило число умерших. Незадолго до этого сообщения глава Минтруда России М.А. Топилин, выступая на Гайдаровском форуме, заявил, что меры, заложенные в Концепции демографической политики Российской Федерации на период до 2025 г., сыграли важную роль в улучшении демографической ситуации: «В начале 2007 года мы приняли концепцию демографической политики и ввели ряд серьезных финансовых затратных мер… Это серьезные ресурсы — 350 миллиардов рублей в год. Но если в 2006 году смертность превышала рождаемость и мы теряли 700 тысяч человек в год, то сегодня потеря населения сократилась до нуля и мы ждем естественный прирост населения» [8].
Основания для такого ожидания были: по итогам 11 месяцев 2013 г. в России был зарегистрирован естественный прирост населения на 22,7 тыс. человек [18]. В 2012 г. по итогам 11 месяцев также был небольшой «плюс». Но в декабре смертность превысила рождаемость на 7,2 тыс. чел. В итоге убыль населения составила 4251 чел. В целом за 2013 г. естественный прирост составил 22 913 чел. [17]. Эти предварительные данные основаны на так называемой помесячной регистрации рождений и смертей. Число демографических событий и число зарегистрированных событий в тот или иной месяц могут отличаться. Так, немалая часть рождений регистрируется не в месяц рождения, а в следующем месяце, когда родители выберут имя новорожденному и смогут посетить ЗАГС для оформления свидетельства о рождении. Окончательные данные могут отличаться, но не намного, — всего на несколько тысяч1. С большой вероятностью можно утверждать, что столь долгожданное событие состоялось: впервые после 1991 г. в России зафиксирован естественный прирост, пусть и небольшой.
