In the article the problems of development of state youth policy in modern Russia are examined. The author formulates the priorities of cooperation between the state and civil society to address the challenges of political socialization of the Russian youth. Among the areas of improvement of the state policy on development of the Russian youth are cooperation with non-governmental organizations, formation of sustainable motivation and a sense of social responsibility in the youth environment, as well as building trust in younger generations to public authorities and the widespread use of Internet communications and electronic technologies to strengthen the relationship "young-society-state". The subjects of public youth policy are identified. Basic directions of participation of public associations and civil society institutions in the process of political socialization of the Russian youth are revealed.
