The authors address to the problem of regulation of the activity of socially oriented non-profit organizations in connection with the fact that they are the basic institutions of civil society, which acts as the main partner of public authorities in solving the problems facing the society. The analysis of the current legislation of Russia and the subjects of the Russian Federation (on the example of the Orel region) allowed the authors to identify a number of problems in the regulation of the interaction of socially oriented NPOs with the authorities and local government, as well as to make proposals for further improvement of the constitutional and legal framework for socially-oriented NPOs in modern Russia.
