The article focuses on the concept and essence of «region personnel security» definition, the main threats of regional personnel security and their reason are defined. Personnel safety of the region was defined as the state of economy and institutes of the power providing and controlling territories of condition, necessary for development of the human capital. Authors revealed that the process of personnel safety has bilateral character: on the one hand, personnel safety as the tool of economic stability and consistent positive state policy in the social sphere, provides protection of the country population against external economic threats, on the other hand, the level of society political stability defines a human resource of the state.

Кадровая безопасность, являясь одним из ключевых факторов экономической безопасности региона, определяется как такое состояние экономики и институтов власти, при котором обеспечиваются и контролируются условия, необходимые для развития человеческого капитала и территории, и процесс предотвращения негативных воздействий на экономическую безопасность за счет рисков и угроз, связанных с человеческими ресурсами региона, интеллектуальным потенциалом и трудовыми отношениями.
