Based on historical data, the article analyzes the structural relationship between the financial and legal mechanism for stimulating investment activity and economic doctrines in the context of economic and legal policy. The purpose of the article is to establish the signs of the dominant economic ideas in the historical period in the financial and legal mechanism for stimulating investment activity implemented in the corresponding period. The methodological basis of the research consists of historical and formally legal scientific methods of cognition. As a result of the conducted research, it was possible to establish the following. The financial and legal forms and means of stimulating investment activity correspond to the economic teachings perceived by the political elite of the Russian state in the periods under study. The scientific novelty of the work lies in the fact that the author makes a functional separation of law and economics in the planning and implementation of financial policy. Conclusions: investment activity as an objective phenomenon has been conceptualized by economic science, and its theoretical approaches have been borrowed for the purposes of legal regulation. Economic ideas determine the goal-setting and the nature of the means and methods used by financial law. At the same time, the implementation of economic policy is impossible without legal regulation. The investment activity of the state as part of its financial activities is guided by economic goal-setting, but it is implemented procedurally and instrumentally through financial law.
