The article gives a theoretical justifi cation of the didactic process of creating standards, instrumentation and operation of certain aspects of the modernization of the methodological training system. Thesaurus approach to the formation of the original version of the standard is considered.

В 2015 г. появились Предложения РАО о приоритетных направлениях развития исследований в сфере наук об образовании, которые были сформулированы в соответствии с Концепцией долгосрочного социально-экономического развития Российской Федерации на период до 2020 г.; Стратегией национальной безопасности Российской Федерации до 2020 г.; Концепцией совершенствования региональной политики в Российской Федерации; Основами стратегического планирования в Российской Федерации. Из 12 приоритетных направлений развития исследований нами было выбрано пять для системного анализа и прогнозирования образовательной значимости ожидаемых результатов.
