The permanent impact of sanctions on the Russian economy was not as significant as expected abroad, but there were quite a lot of negative consequences. The forced transition of the economy to "manual control" required the abandonment of a number of previously planned important positions in the previously adopted strategy of state economic management. Unfortunately, the main financial problem can be identified: until now, due to the very high volatility of the most important macroeconomic parameters (GDP, inflation, the ruble exchange rate and other indicators), the national currency has not yet been able to become a full-fledged investment asset that was supposed to replace foreign investment. The situation in 2025 is significantly complicated by high refinancing rates, which have significantly reduced the volume of lending to the real sector not related to the defense industry. If measures are not taken to simplify access to loans and turn the ruble into a full-fledged investment asset (for example, using state guarantees when financing long-term infrastructure and other investment projects), the country's economy may find itself in recession. These circumstances determined the purpose of the study. The scientific novelty and practical significance of the work lies in the comprehensive analysis of the current situation from a macroeconomic and factual point of view and the development of recommendations for a way out of the current situation accordingly.
