THE APPLICATION OF MULTI-CRITERIA ANALYSIS FOR THE ASSESSMENT OF INNOVATION ACTIVITY OF SMALL ENTERPRISES

Abstract (English):
The article discusses the analysis of innovation performance of small enterprises, focusing on the selection of an optimal approach for evaluating the innovation index of a small enterprise. The study aims to develop a model that allows the innovation index of an enterprise to be compared with baseline indicators for the region of its location, using publicly available data. As input data for calculating the innovation index, the indicators of innovative enterprises in Russia are used, which are taken from the statistics of Rosstat. The assessment allows us to determine what place the enterprise occupies in the context of regional innovation activity. Special attention is paid to the choice of method for multi-criteria assessment, and the Topsis method is chosen as the main method, the choice of which will be justified in the article. An overview of alternative methods for multi-criteria evaluation such as the Analysis of Hierarchies method (AHP), the weighted sum method, the FUZZI method and others is also given. Their advantages and disadvantages are evaluated in the context of their application to the innovative activity of enterprises. The article also considers the experience of Western countries in using multi-criteria evaluation methods to assess innovation indices. The differences in the approaches used in the EU countries and the USA are shown, and a comparative analysis with Russian methods is made. The results of the study may be useful for developers of national and regional innovation strategies, credit institutions, NPOs and venture investors financing IPIs, as well as for the management of enterprises seeking to optimise their innovation strategy.
