В работе получены оценки относительного превышения численности студентов, приходящихся на 1000 человек населения, по федеральным округам и регионам над показателем по Российской Федерации. Студенческая молодёжь и выпускники высших учебных заведений в современной России проявляют невысокую межрегиональную мобильность. Это определяет необходимость подготовки специалистов с высшим образованием в регионах в соответствии с региональными потребностями в таких специалистах. Но число студентов на 1000 человек населения и число студентов на 1000 соответствующих рабочих мест в регионах сильно различаются. Во многих регионах наблюдается весьма значительный недостаток контингента студентов. Численность студентов государственных вузов только на 16% детерминируется численностью рабочих мест, которые должны замещаться лицами с высшим образованием. Общая численность студентов вузов только на 21% детерминируется численностью рабочих мест, которые должны замещаться лицами с высшим образованием. Полученные результаты показывают, что система планирования контингента студентов, общающихся в вузах страны, несовершенна и не способна обеспечить потребности экономики в специалистах с высшим образованием.

The paper presents estimates of the relative excess of students per 1,000 population in Federal Districts and regions over the Russian Federation as a whole. Student youth and graduates of higher education institutions in modern Russia exhibit low interregional mobility. This determines the need to train specialists with higher education in the regions in accordance with regional needs for such specialists. However, the number of students per 1,000 populations and the number of students per 1,000 corresponding jobs in the regions vary greatly and are unstably high. Many regions are experiencing a significant shortage of students. The number of students in state universities is determined by the number of jobs that must be filled by people with higher education only by 16%. The obtained results show that the system of planning the contingent of students communicating in universities of the country's regions is imperfect and is not capable of meeting the economy's needs for specialists with higher education.
