TYPES OF ELECTRONIC VOTING: CASES OF AUSTRALIA, INDIA AND SPAIN

Abstract (English):
The purpose of the study is a comprehensive study of various types of electronic voting, their testing and use, emerging problems and assessing the prospects for their development based on materials from countries such as Australia, India and Spain. The choice of cases from the three countries is determined by a number of factors, such as the different scales of application, the goals of testing and use, the methods of expression of will and the mechanisms ensuring the security of electronic voting in the studied states. The institutional approach was chosen as the conceptual core of the study, which analyzed various types of electronic voting in India, Australia and Spain. While comparative studies and case studies were used as direct methods, which made it possible to compare various types of electronic voting that arise during its testing of technical, legal, and social problems, the practice of this form of voter expression in Australia, Spain, and India was analyzed, as well as the risks and prospects of its application at various levels from municipal to municipal. before the national. The theoretical significance of the work lies in the generalization and structuring of electoral practices using electronic voting in Spain, Australia and India, and the possibility of receiving or rejecting similar practices in the Russian electoral process. The practical significance of the study lies in the author's methodology for evaluating electronic voting in the above-mentioned countries in order to identify the strengths and weaknesses of this form of expression of will and subsequent recommendations aimed at improving them. During the study, the authors came to the following conclusions: at all levels of elections in the countries under consideration, there is a wide range of legal, technical and social problems that require an integrated approach to solve; although electronic remote voting has great potential to improve the accessibility of elections, it is necessary to take into account the specifics of each country and adapt technologies to its realities; The most important factor for the successful implementation of electronic voting is the trust of the electoral corps, which can be increased only by ensuring maximum transparency and security of all electoral processes.
