Abstract:
The introduction of jury trials into the legal system of the Russian Empire in the second half of the 19th century had a strong impact on all spheres of public life. The adoption of the democratization of judicial proceedings has caused a lot of discussion and divided society into supporters and opponents of such innovations. By overcoming all the difficulties that arose in the early stages of the formation of the new legal institution, by the end of the 19th century, it was possible to achieve its final formation and spread throughout the Russian Empire. The period 1864-1898 is characterized as the formation of the legislative and practical basis of the institution of jurors. At the turn of the 19th and 20th centuries, a large-scale qualitative transformation of the jury trial took place. Its jurisdiction was completely changed, as well as the structure of the board. The subsequent fate of the jury trial was largely determined by external and internal political factors. For the first time, cases involving crimes against public order, state crimes, and official crimes were heard in a jury trial. During this period, the jury system was granted extensive powers. However, following the adoption of Decree No. 1 on the Court in November 1917, this legal institution was abolished.
